PayPal's Compliance team is looking for an experienced, highly-engaged and dynamic leader to serve as our Sr. Director, Head of Financial Crime Risk Management - PayPal Invest (broker-dealer). The Sr. Director will lead PayPal's Invest initiatives in this area, including developing global standards based on industry best practices, rules and regulations.

Job Responsibilities

  • Establish and lead the Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) program for PayPal's new broker-dealer.
  • Provide regulatory and compliance subject matter expertise to key business partners within PayPal's Broker-dealer and affiliated PayPal entities
  • Oversee AML and Fraud Investigations programs including CIP, Customer Due Diligence/Enhanced Due Diligence, sanctions screening, and monitoring for suspicious money movement
  • Ensure all required regulatory reporting is conducted in a timely, accurate, and compliant manner, including the filing of Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs) to Fin CEN, FinCEN 314(a) and 314(b) procedures and reporting.
  • Partner with PayPal's current Global Financial Crimes division to build out employee conduct and internal investigations program for broker-dealer.
  • Assist in the design of Senior and Vulnerable Investors (SVI) Fraud and Synthetic Account programs
  • Lead FINRA 3310 Annual Review Process
    Requirements
    • Bachelor's degree required (advanced degree, such as MBA or JD is preferred) with 15 years or more equivalent experience
    • 10+ years in a leadership role within a broker-dealer AML/BSA function and/or with fintech companies
    • Experience in assessing, validating, designing, or managing various risk management controls, automated monitoring systems, transaction surveillance, operations monitoring, reporting, and/or interdiction systems is a plus.
    • Proficiency with the Bank Secrecy Act (AML/KYC), USA Patriot Act (Anti-Terrorist Financing, correspondent banking and Customer Identification Program) and Office of Foreign Assets Control (OFAC).
    • Certified Anti-Money Laundering Specialist (ACAMS)/Certified Fraud Examiner (CFE)/Certified AML and Fraud Professional (CAFP) is a plus
    • Membership in the International Association of Financial Crimes Investigators (IAFCI) is encouragedKey Competencies
