Job Description:
SUMMARY: Works with a Senior Credit Officer to ensure safety and
soundness of the company's lending activities in the assigned
business channels. This role supports Pinnacle Public Finance
("Pinnacle") in the public finance lending arena of the company at
the direction of the Senior Credit Officer. Pinnacle provides
financing on a national basis to state and local governmental
entities (states, counties, cities, towns, school districts and
special purpose districts/authorities).ESSENTIAL DUTIES AND
RESPONSIBILITIES include the following. Other duties and special
projects may be assigned.For State and Local Governmental
Entities:
- Preview select bid opportunities for origination team and
communicate ability to underwrite transactions if awarded
- Upon award, review loan request; assess borrower's financial
condition and calculate financial ratios by inputting (spreading)
most recent three years of financials utilizing Excel
spreadsheets
- Gather and analyze demographic information pertinent to
borrower
- Evaluate creditworthiness and risks and recommend credit
decision to approve or decline
- Prepare Credit Approval Memorandum as an analytical
presentation in support of the recommended transaction and submit
to Senior Credit Officer for approval
- Submit declined loans to Senior Credit Officer for additional
evaluation
- Review and apply internal credit policy and procedures
- Exercise prudent credit judgment through loan authorities
assigned by Bank Wide Credit Risk Management Committee, as approved
by the Board of Directors.
- Assist origination team in structuring loan transactions and
approving credit
- Participate in deal discussion meetings and exercise assigned
authorities in each setting, inclusive of evaluating the approval
or decline of loan/lease requests
- Mentor and train Credit Analysts
- Help to ensure safe and sound lending practices through ongoing
monitoring of the loan/lease portfolio within assigned lending
programs and industries and observance of market trends that may
impact credit quality; perform annual review on relationships with
aggregate credit exposure of $3 million or more
- Efficiently carry out all special projects and duties as
assigned in a manner that demonstrates teamwork and
cooperation
- Participate in both structured and independent learning
opportunities in a manner that results in recognizable advancement
of public finance credit underwriting skills and industry
knowledge
- Minimal travel to support the credit underwriting process or to
gain necessary industry information. The estimate is 2% of the time
will be spent traveling, but this may vary significantly from time
to time.EDUCATION and/or EXPERIENCE: A four year college degree in
a business related field, with a major in Accounting or Finance
preferred. Must have strong accounting/financial analysis skills
developed through formal college undergraduate courses. Must have
extensive knowledge of municipal or commercial lending practices
and regulatory rules. Experience in municipal finance and/or solid
working knowledge of governmental fund accounting principles is
beneficial. Must have demonstrated good credit judgment in previous
work experience. Typically, candidate will have 10 or more years of
municipal or direct commercial lending experience in a diverse
lending setting. Candidate must be detailed oriented and
demonstrate strong written and verbal communication
