Salary: $132,831.00 - $192,604.00 Annually Closing: 9/23/2022 11:59 PM Arizona Definition **IF YOU PREVIOUSLY APPLIED FOR THIS POSITION, YOU DO NOT NEED TO RE-SUBMIT YOUR APPLICATION** Under limited supervision from the Finance Director, directs and manages highly responsible financial, accounting, and operational areas for the Finance Department. Ensures that all tasks are carried out in accordance with generally accepted accounting principles for governmental accounting that meets the objectives of the Community. This job class is treated as FLSA-Exempt. Essential Functions:(Essential functions, may vary among positions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification.) A specific delegation of authority and responsibility will be assigned by the Finance Director for each position within this job classification. Examples of Tasks 1. Acts as a primary support to the Finance Director in the administration of the financial operations of the Community government, including the overall operations of the fund accounting system. Assists in the oversight of purchasing, accounts payable, payroll, revenue collection, data systems, contracts and grants, enterprise accounting, lease activities and other financial areas not specifically mentioned. 2. Assists the Finance Director in the administration of the personnel function within the Finance Department. Schedules accounting and budget staff work and assigns and reviews the work of professional and support staff. Prepares performance reviews for assigned staff. Trains professional and supervisory staff in accounting systems procedures. Provides leadership and direction for the professional and support staff. 3. Supervises and participates in the control, accounting, and reporting of all assets including, the recording and posting of all revenues in the general ledger; the determination of accrual balances and preparation of appropriate financial reports on a periodic basis. 4. Oversees the maintenance of financial records including all adjusting entries and any necessary redesign of accounting systems to accommodate new processes. 5. Assists the Finance Director and external auditors in the timely completion of the annual financial audit of the Communitys records and financial statements, including the Single Audit component. 6. Evaluates and implements changes in the accounting and budget system. Prepares and distributes periodic financial and budget statements. Compiles fiscal estimates and prepares special fiscal reports as may be required. 7. Assists in the administration of the Communitys cash management procedures, including overseeing the receipt, recording, and disbursement of revenue funds. 8. Oversees the development of programmatic logic necessary for the preparation and maintenance of computerized accounting and budget files. 9. Insures compliance with all applicable laws and regulations relative to governmental accounting and budget functions. 10. Performs other job-related duties as assigned to maintain and enhance departmental operation. Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of the culture, customs, traditions, history, and government of the Salt River Pima-Maricopa Indian Community as well as Tribal laws and rules.
  • Knowledge (extensive) of the generally accepted principles and practices of governmental accounting (fund accounting).
  • Knowledge of the laws and generally accepted administrative policies pertaining to governmental financial practices and procedures.
  • Knowledge of electronic financial data systems relative to the application of governmental accounting and budgeting.
  • Knowledge of applicable Community, federal, state and local agency rules and regulations governing the financial operations of the Salt River Pima-Maricopa Indian Community.
    • Skill in establishing and maintaining effective working relationships with Government/Tribal Officials, SRPMIC management staff, co-workers, Community members, and the public.
    • Skill in reviewing and evaluating a variety of financial and budgetary records.
    • Skill in understanding and applying complex rules, regulations, procedures, and guidelines.
    • Skill in preparing a variety of computerized financial and budgetary records and reports.
      • Ability to evaluate the work of subordinates and supervise a staff of professional, paraprofessional and clerical personnel.
      • Ability to communicate effectively both orally and in writing.
      • Ability to prepare complex financial statements and reports.
      • Ability to utilize the personal computer and related software, such as, but not limited to Excel, Word, and ACCESS, to fulfill job requirements.
      • Ability to operate a variety of standard office equipment including adding machines, calculators, typewriters, photocopiers, and FAX machines. Minimum Qualifications
        • Bachelors degree from a university in Business Administration, Accounting, Finance, or closely related field and a minimum of five (5) years of progressively responsible and related experience in fund accounting and financial management with at least two (2) years involving supervisory experience. A candidate who has a Certified Public Accountant certificate or other financial or management certificate is preferred.
          • Equivalency - Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
            • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill Special Requirements Prior to hire as an employee, applicants will be subject to drug and alcohol testing. Will be required to pass a pre-employment background/fingerprint check. Employees are subject to random drug and alcohol testing. SRPMIC is a mandatory covid vaccine employer.
