Odle Management - A subsidiary of Eckerd ConnectsFunction:The Sr
Financial Analyst is responsible for assisting the CFO or designee
in analyzing the financial performance and status of all contracts
as it relates to budgets, billings, modifications, monitoring, and
forecasting, and recommending strategies and/or process
improvements where appropriate. The Sr. Financial Analyst works
with internal staff and external partners to provide customer
service support and assist in providing requested financial data.
Responsible for overseeing and directing Senior Financial Analyst
functions, including but not limited to Budgets, form 2110s,
Vouchers, Staff Vacancy reports, and IPP. Reports directly to
Odle's CFO. Performs financial analysis, prepares periodic reports,
facilitates reviews of financial data with center and other
responsible parties. Provides CFO and VPs with information
necessary for decision-making. Provides ongoing training and
support to center staff, corporate personnel, and outside
teamingDuties and Responsibilities:Ensures that all senior-level
financial analyst functions and duties are accurately and completed
in accordance with established due dates.Responsible for corporate
and Job Corps center budgets, forecasting and variance analysis.
Key participant in the formulation of both the centers and
corporate annual budgets. Works in coordination with Odle's CFO,
and Eckerd's Controller and Odle's Assistant Controller during the
budget development process. Also assists in budget reforecasting as
may be needed.Oversees the accurate preparation and timely
submission of regulatory and governmental reports including but not
limited to Budgets, form 2110s, Vouchers, Staff Vacancy reports,
calculation of staff vacancy and low OBS takebacks, and Invoice
Processing Platform (IPP) administration, set-up and entry. This
includes the required documentation for CRA, equipment and CTST
that may be required by the Contracting Officer representative
(COR) who is the approving agent for Job Corps.Prepares
expense/budget variance analysis for each center and/or in
coordination with our teaming partner organizations within the
prescribed timeframes.Provides financial information to each
center, corporate senior staff (e.g., VPs), and teaming partner
organizations (as applicable) that assists center staff in
operating within established budgets and facilitates monthly
financial reviews with Centers, corporate VPs and partners.
Facilitates follows up on budget correction plans to determine
effectiveness.Through our Universal Audit Plan (UAP), evaluates the
center finance staff's performance on relevant sections in which
this position is the subject matter expert (SME). Formulates and
recommends corrective actions as needed.Stays informed of
developments in the Job Corps Program impacting the finance area of
responsibility and timely and effectively implements changing
governmental and contractual requirements.Maintains effective
business relations with our teaming partners, vendors, governmental
agencies, and outside businesses and finance/accounting
professionals.Raises issues or concerns of importance to Senior
Management.Completes special projects as assigned.Prepares ad hoc
financial reports to assist upper management with
decision-making.Conveys to the accounting department for resolution
accounting errors and discrepancies identified during financial
analysis.Ensures that finance functions are completed in accordance
with established procedures and applicable regulations.Participates
in On-Center corporate assessments, Phase-Ins, Phase-Outs, Property
Counts and other on-center corporate activities.As needed, trains
and directs center finance staff, corporate operating staff, our
teaming partner's finance staff. Provides on-going support as

Requirements:Bachelor's Degree, from an accredited College or
University, in Accounting, Finance, or Business Administration
required.Three to five years related experience at a company
providing similar products and/or services.Additional
Requirements:Financial management skills, including developing and
monitoring budgets and financial reporting; understand balance
sheets, income statements, accounts receivable; and payroll.
Working knowledge of budgeting, forecasting and program performance
analysis. Ability to analyze financial data and prepare financial
reports, statements, and projections. Ability to handle multiple
projects and work well under pressure, including working with
interruptions and deadlines while producing quality results on
schedule with attention to detail. Must be highly proficient in
Microsoft Office software. Experience working with Firm Fixed Price
(FFP) and Cost Reimbursement (CR) contract types is preferred.
Knowledge and experience of the Federal government contracting
process preferred. Maintain knowledge of current federal issues
relating to Job Corps. Superior business acumen and technical
knowledge within area of responsibility. Ensures that outside
contacts are properly informed to coordinate efforts. Exceptional
oral, written, and interpersonal communication skills with the
ability to apply common sense to carry out instructions and
instruct others, interpret documents, understand procedures, write
reports and correspondence, and speak clearly. Ability to read,
analyze and interpret general business documents, technical
procedures, and deal with complex problems. Valid State driver's
license in the state of employment with acceptable driving record.
Some travel to off-site Job Corps' locations will be required. Must
meet state criminal background check and drug test
requirements.Working Conditions:Requires standing, sitting,
reaching with hands and arms, talking and hearing, using hands to
finger, handle or feel objects, tools or controls. Occasionally
required to climb, balance, stoop, kneel, crouch and crawl.
Requires lifting/moving weight up to 25 lbs. Applicant must be able
to see, hear, and speak.Environmental Demands:Position requires
ability to spend 5% of work time outside and 95% of work time
indoors; ability to withstand moderate noise levels, including
voice levels 90% of work time; ability to work in high temperature
settings during the summer months; and ability to work in low
temperature settings in winter months.Position requires an ability
to operate office equipment. In addition, individual must be able
to interact with team members and maintain an effective working
relationship with all facility staff and departments.The employer
