Summary

This Clinical Application Coordinator position is located in the Quality Management Division located at the Hopi Health Care Center in Polacca, Arizona. The Incumbent will serve as a specialist/integrator in the implementation and ongoing support of multi-service clinical software applications and will report to the Supervisory Nurse Specialist (Director of Quality Management).

Responsibilities

Coordinate multi-service applications that support the Indian Health Service Electronic Health Record (EHR). Develop project-specific data management plans that address areas such as data coding, reporting, and work flow processes. Generate data queries based on validation checks, errors and omissions identified during data entry to resolve identified problems. Design and validate clinical databases. Perform quality control audits to ensure accuracy, completeness, or proper usage of clinical systems and data. Monitor work productivity or quality to ensure compliance with standard operating procedures. Confer with end users to define or implement clinical system requirements such as data release formats, delivery schedules, and testing protocols.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprinting, as part of the background investigation process, may be delayed due to COVID-19. All other background investigation procedures will apply. Be advised that your continued employment will require you to complete a fingerprint check within 60 days after notification of return to full operations and successfully obtaining a favorable background investigation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S): All applicants must meet the following minimum education requirement in order to be considered for the GS-0601 series:

Degree: Successful completion of a 4-year course of study in an accredited college or university leading to a Bachelor's or higher graduate degree with major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position. MINIMUM QUALIFICATIONS, GS-0601-11: Your resume must demonstrate at least (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: implementation integration and support of the RPMS and ancillary software packages; efficient performance of the EHR by ensuring accurate heath data capture, display and output; monitoring for new EHR and clinical application updates and planning for the smooth implementation of new features. OR Completed at least (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination of education and experience that when combined fully meet the minimum qualifications for this positions. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. MINIMUM QUALIFICATIONS, GS-0601-12: Your resume must demonstrate at least (1) year of specialized experience equivalent to GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: implementing and providing ongoing support for multi-service applications that support hospitals and clinical settings; consulting with service lines and their staff in customizing software; and training individuals in the daily operations of the applications. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional selection(s) of candidates may be possible within 90 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned. This position is covered by a Bargaining Unit. Recruitment and Relocation and/or Permanent Change of Station may be authorized and is subject to availability and service unit approval.
