Senior Safety Partner - Laser Safety Officer Arizona State University EHS Campus: Tempe 72631BR Job Description Responsible for developing, implementing and evaluating research, training and monitoring programs to ensure laboratory safety throughout the University and to protect personnel from regulated non-ionizing radiation hazards and specifically lasers. This includes other entities to which the University provides laser safety services under contractual agreement and represents the University and these entities when dealing with laser regulatory agencies, the media and the public. Serves as the Laser Safety Officer as specified by federal, state or local requirements. Reports to an Associate Director. Provides backup support to current Radiation Safety Officer during absences and assists with X-ray unit inspection programs. Salary Range Depends on experience Close Date 29-October-2021 Essential Duties Serves as the Laser Safety Officer as specified by federal, state or local requirements. Responsible for ensuring that the systems are in place for the safe, secure and environmentally responsible use and management of non-ionizing radiation-producing devices, lasers and x-ray equipment. Evaluates research and applies results to prevention and control of laser, non-ionizing and X-ray radiation hazards for regulated sources and equipment. Conducts non-ionizing radiation exposure measurements of people and laboratories to ensure safety and address identified issues. Maintains records and supporting data for required government, industry and management reports. Stays abreast of current and proposed changes in Federal, State, and Industry radiation protection regulations. Serves as subject matter expert on training development. Ensures implementation and delivery of training to the University community. Recommends University based policies and procedures for the uses of lasers and regulated non-ionizing radiation to ensure compliance with ABOR policies, university procedures and applicable laws and regulations pertaining to the control of lasers and non-ionizing radiation. Recommends and develops policies and procedures to include inspection standards and safe-work methods/SOPs. Assists and provides backup support for Radiation Safety Officer for emergency response and decontamination procedures. Participates in ASU Radiation Safety Committee meetings and reviews all research and teaching activities governed by this committee related to Lasers and X-ray units; provides subject matter expertise to other university safety committees. Audits programs and provides consultation to the university community regarding safe and legal use of lasers and other non-ionizing radiation producing devices; recommends University based policies and procedures for the uses of X-ray generating devices, lasers and non-ionizing radiation equipment to ensure compliance with University policies and procedures, public health laws and regulations pertaining to these programs, through established university procedures. Serves as an emergency responder and participates in the on-call schedule. Assists the EHS spill team responding to emergency situations involving contamination or potential releases of radiological materials; responds to accidents involving lasers and x-rays. Investigates serious incidents, including close calls and near misses related to the use of radiological materials or lasers. Identifies potential problem areas which require priority attention in order to prevent situations from reoccurring which could adversely impact the program. Develops and implements discipline-specific programs (such as planning, training, auditing and communication programs) to ensure that all individuals within discipline are informed of required regulatory standards to the extent that official agencies inspecting the location find no fault and therefore cannot issue citation, penalties, fines or take any other legal action against the organization. Conducts renovation/construction plan reviews and on-site safety reviews for regulatory compliance involving radiation producing devices. Prepares regulatory compliance reports that fairly and objectively details the inspection results and recommended action. Minimum Qualifications Masters degree in radiation science, physical science or a biological science and three (3) years laser safety program or relevant radiation or non-ionizing radiation experience; Or, any equivalent combination of experience or education from which comparable knowledge, skills and abilities have been achieved. Must have a training certificate from an organization that is listed as acceptable by the Arizona Department of Health---s Bureau of Radiation Control Possession of a current Arizona drivers license is required upon employment. Desired Qualifications Evidence of a Laser Safety Officer Certification through the Board of Laser Safety Evidence of a professional development course in non-ionizing radiation measurement Demonstrated knowledge of modern radiation principles related to the recognition, prevention and control of radiation health hazards both ionizing and non-ionizing. Demonstrated knowledge of the function of an academic research laboratory. Demonstrated knowledge of the equipment and techniques involved in the investigation determination, and an analysis of radiation hazards including ionizing and non-ionizing radiation. Demonstrated knowledge of the use of personal protective equipment. Demonstrated knowledge of current safe laboratory procedures in the use of radioisotopes and radiation producing devices. Demonstrated knowledge of current federal (e.g., NRC, USDA), State of Arizona, and Arizona State University regulations. Demonstrated knowledge of requirements governing the safe use of radioactive materials. Experience in preparing and interpreting complex technical reports and analyses and maintaining required records. Experience in problem solving and decision-making. Experience in applying inspection/survey techniques including the use of complex environmental sampling devices and analytical equipment. Experience in planning and coordinating activities and establishing priorities. Experience in recognize OSHA, Fire Safety and Industrial Hygiene issues and ability to resolve such issues. Experience in planning, organizing, and supervising the work of others in performing radiation safety operations. Experience in leading by example in communicating, participating and encouraging support of the institutions sustainability programs. Experience in stimulating changes in individual, institutional and corporate behaviors to create a more sustainable environment. Working Environment Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse (75 percent); required to stand for varying lengths of time and walk moderate distances to perform work (10 percent). Ability to clearly communicate to perform essential functions. Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds (15 percent). Regular activities require ability to quickly change priorities, which may include or are subject to resolution of conflicts. Regularly required to perform work activities within a research laboratory environment subject to potential exposure to a variety of radiation source and types, and chemical hazards. Required to stand for varying lengths of time and walk moderate distances to perform work. Wearing a dosimetry badge is a position requirement. Must wear gloves for radionuclide source work. Exposure to low levels of laser light/ionizing radiation. Travels both in state and out of state, involving operation of a motor vehicle.
